:: WASTEWATER COLLECTION, TREATMENT, RECLAMATION, AND REUSE

Wastewater Treatment Plant Expansion and Improvements, Valley Sanitary District, Indio , CA. As a Prime Consultant, LEE & RO is responsible for process analysis, preparation of technical memoranda, engineering and design (including preparation of plans & specifications), and construction management services for a $25 million plant facility expansion and improvements project. The project will increase the activated sludge plant capacity from 5 to 10 mgd (including the 3.5 mgd capacity of the constructed wetlands and aeration ponds, the total plant capacity will be 13.5 mgd). The project includes also gravity belt waste activated sludge thickening, anaerobic digestion, belt press de watering, and solar bio solids drying for Class Bio solids, and a cogeneration system. The design is scheduled to be complete in November 2005.
 
Water Quality Control Plant Process Studies and Miscellaneous Improvements, City of Riverside , CA . As a Prime Consultant, LEE & RO is responsible for (1) membrane bioreactor (MBR) feasibility study, (2) process control system reinvention study, (3) design of a septage receiving station, and (4) design of seismic restraints and installation of cranes for the plant facilities.
 

Rehabilitation of Anaerobic Digesters, Reclamation Plant No. 1, Orange County Sanitation District, Fountain Valley , CA . Engineering analysis and design of various improvements to 12 anaerobic sludge digesters at 174 mgd Reclamation Plant No.1. This $32 million project will include such tasks as asset evaluation/management study, preliminary design report, engineering design, and construction support services. LEE & RO will be responsible, as a subconsultant to Earth Tech, for electrical and instrumentation & control portions of the project.

 

Pure Oxygen Secondary Treatment Plant Upgrades at Wastewater Treatment Plant No. 2, Orange County Sanitation District, Fountain Valley, CA . As a Prime Consultant LEE & RO is responsible for a $6 million secondary treatment process improvement project to upgrade pure oxygen delivery, oxygen monitoring, mixing equipment, and safety and various process control systems. Design was completed in October 2003 and the construction is expected to be complete by August 2005.

 

Four Wastewater Pumping Stations in City of Newport Beach, Orange County Sanitation District, Fountain Valley, CA. As Prime Consultant, LEE & RO is responsible for sitting/property acquisition assistance, environmental and geotechnical investigations, preliminary design report, design, and construction support services for four (4) wastewater pumping stations (A Street, 14 th Street, Bitter Point, and Rocky Point) serving the City of Newport Beach (Estimated Project Cost $31 million including land acquisition). All four existing pump stations will be relocated to new sites. A Street and 14 th Street Pump Stations are under construction. The 30 mgd capacity Bitter Point Station is under final design. The 5 mgd Rocky Point Pump Station is under the land acquisition and environmental investigation phase.

 
Dairy Mart Road to 450-1 Reservoir Reclaimed Water Transmission Main, Otay Water District, Spring Valley, CA. As a Prime Consultant, LEE & RO is responsible for alignment study, surveying, geotechnical evaluation, environmental and permitting services, right-of-way acquisition, preliminary and final design and construction support services for a $17 million, 6-mile long, 30-inch diameter reclaimed water pipeline engineering project. Project final design was completed in March 2005 with construction to start in July 2005.
 
Wastewater Treatment Plant Phase 2 Expansion Project, City of Patterson, CA. As a Prime Consultant, LEE & RO is responsible for preliminary design report, EIR, final design, and construction management services for the Phase 2 Plant Expansion . T his $10 million project, which is under construction, will increase the plant capacity from 1.3 to 2.5 mgd (ultimate 4 mgd) with nitrogen removal capabilities. The project will add oxidation ditch activated sludge, headworks, additional percolation ponds, and electrical and control system improvements. LEE & RO has recently completed engineering services for the $5 million Phase 1 Expansion, which has been in service since 2001.
 
Water Reclamation Plant No. 4 Expansion, Coachella Valley Water District, Coachella, CA. As a Prime Consultant, LEE & RO is responsible for preliminary design report, final design, and construction management services for two separate projects: $14 million Phase 4 Plant Expansion (from 6.9 to 9.9 mgd) and a new $4 million, 9.9 mgd Chlorination & Dechlorination (C&D) Projects at Water Reclamation Plant No. 4. The $4 million C&D Project is under construction and the $14 million Phase 4 Plant Expansion Project design is under bidding. LEE & RO is providing construction management/resident engineering services for the C&D project.
 

San Joaquin Reservoir Pumping Station and Flow Control Facility for the Irvine Ranch Water District. As a Prime Consultant, LEE & RO is responsible for preliminary design report, final design, and construction support services for a $3.5 million reclaimed water booster pumping station project (with flow control). The project is to utilize the San Joaquin Reservoir as a seasonal storage. The Irvine Ranch Water District purchased the Reservoir (formerly the MWD domestic water reservoir) and is converting it as a reclaimed water reservoir. The final design was completed in October 2003 and the construction is scheduled to be complete in June 2005.

 

Wastewater Interceptor Sewer Odorous Air Treatment Facilities, City of Los Angeles . As a subconsultant to B&V, LEE & RO is responsible for the preliminary/final design and construction support services for mechanical, electrical, and instrumentation systems for the seven (7) Odorous Air Treatment Facilities for the East Central Interceptor Sewer, Northeast Interceptor Sewer, and North Outfall Sewer, City of Los Angeles . Design for this $30 million project is scheduled to be complete by August 2005.

 

Sludge Dewatering Centrifuges, Eastern Municipal Water District, Perris , CA . As a Prime Consultant, LEE & RO is responsible for the design engineering and preparation of plans and specifications for the installation of sludge dewatering centrifuges at 16 mgd Moreno Valley , 18 mgd Temecula Valley , and 11 mgd San Jacinto Valley Water Reclamation Plants. This $4 million project design is scheduled to be complete in May 2005.

 

Tertiary Plant Expansion, Water Reclamation Plant No. 7, Coachella Valley Water District, Coachella. As a Prime Consultant, LEE & RO is responsible for preparation of a preliminary design report, plans and specifications for expansion of the tertiary plant from 2.5 to 7.5 mgd. Under this $6 million project, additional dual media filters, chemical system, and chlorine contact tanks will be added. In addition, the secondary effluent and reclaimed water pumping stations will be expanded. Final design is scheduled to be complete in October 2005.

 

Wastewater Pumping Stations 45, 49 and 50, Trunk Sewers, and Force Mains, City of San Diego . As a Prime Consultant, LEE & RO is responsible for the preliminary design reports, final designs, and construction phase services for Pumping Stations 45, 49 and 50. The combined construction cost is estimated at $15 million. Pump Station 45 has a considerable amount of trunk sewers and force mains. The project design was completed in 2003 and all three pump stations are under construction.

 

Borregas Interceptor Sewer Replacement Project, City of Sunnyvale , CA . As Prime Consultant, LEE & RO is responsible for a $3.5 million, 36-inch sewer replacement project. Design was completed in June 2004 and the construction started in September 2004.

 

Rehabilitation of Primary Clarifiers and Odor Control Systems, Wastewater Treatment Plant No. 2, Orange County Sanitation District, Fountain Valley , CA . As a subconsultant to Malcolm Pirnie, LEE & RO is responsible for electrical and instrumentation and control (I&C) system preliminary design report and final design for a $55 million plant rehabilitation project at 274 mgd Plant 2. Under this project, all fourteen (14) 140-foot diameter primary clarifiers, seven (7) primary sludge pump stations, and the North and South Scrubber Complexes will be refurbished. The design is about 50% complete.

 

Upland Interceptor Relief Sewer, Inland Empire Utilities Agency, Chino CA . As Prime Consultant, LEE & RO is responsible for alignment study and final design of a $2.9 million, 36-inch interceptor sewer serving the Northern area of the Agency service area. Final Design was completed in March 2004 and construction started July 2004. LEE & RO is also providing construction support services.

 

Water Reclamation Plant, City of Angels , CA . As a Prime Consultant, LEE & RO is responsible for the p reliminary design report, design, and construction service for the Phase and I and II plant expansions to treat wastewater from this fast growing community. The $7.5 million expansion projects include new grit removal, sequencing batch reactors (SBRs), blower building, Title 22 chlorination system, aerobic digester, and various utility and site improvements. LEE & RO provided full construction management services for the $4 million Phase I Expansion and is currently providing construction services for the $3.5 million Phase II Expansion.

 
:: WATER RESOURCES, WATER TREATMENT, AND DISTRIBUTION
 
Chlorine Containment and Handling Facility (CCHF) Projects for Skinner, Jensen and Mills Filtration Plants, and Chlorine Unloading Facility (CUF), Metropolitan Water District of Southern California. As a Prime Consultant, LEE & RO is responsible for Planning, Preliminary Design Reports (PDRs) and Final Designs for a $50 million district-wide CCHF program projects at the Skinner, Jensen and Mills Water Treatment Plants, and the Chlorine Rail Car Unloading Facility (CUF). The current CCHF project status are as follows: Skinner Plant – Final Design completed; Jensen and Mills Plant – PDRs completed and FDs in progress ; and CUF – planning in progress. The construction cost for the four CCHFs is estimated at $12.5 million each. Under this program, the water treatment plants and CUF will have a fully contained chlorine facility consisting of seven 19-ton chlorine trailers (Skinner and Mills) and four 90-ton rail cars (Jensen and CUF), chlorine evaporators and chlorinators, chlorine scrubbers, and other safety and security equipment.
 
Chloramine Disinfection Conversion Project, Los Angeles County Department of Public Works. As a Prime Consultant, LEE & RO is responsible for preliminary design report, design, and construction support services for a $4 million Chloramine Disinfection Project, which will convert existing chlorine disinfection into chloramines disinfection for 18 production water wells located in the Antelope Valley . Design is scheduled to be completed in June 2005.
 

Skinner Filtration Plant Oxidation Retrofit Project (ORP) , Metropolitan Water District of Southern California . As a subconsultant to CDM, LEE & RO is responsible for the final design services (for chemical tank farms, site electrical distribution system, and electrical and instrumentation design for Washwater Reclamation Plant No. 3) for the $130 million Skinner ORP project for removal of THM forming compounds by ozonation. The final design was completed in January 2005 and construction is scheduled to start in July 2005.

 

Washwater Reclamation Plant No. 2 and Miscellaneous Plant Improvements, Skinner Filtration Plant, Metropolitan Water District of Southern California . As a Prime Consultant, LEE & RO is responsible for the design of various water treatment plant improvements such as replacement of flocculators and tube settlers for the spent backwash reclamation plant and improvements to on-line water quality monitoring vaults. Final design for the $4.5 million project was completed in March 2005 and construction is scheduled to start in July 2005.

 
Water System Capital Improvement Project Program Management Service, City of San Diego . The ten-year program management services began in 1998 to assist the City with water system master planning, design of new treatment plant and conveyance systems, construction management, and program management. LEE & RO is a program management team member and the program is scheduled to be complete in December 2005.
 

Weymouth Filtration Plant Oxidation Retrofit Project (ORP) , Metropolitan Water District of Southern California . As a subconsultant to Carollo, LEE & RO is responsible for preliminary design services (for chemical tank farms and site electrical distribution system for the $120 million Weymouth ORP project for removal of THM forming compounds by ozonation. The preliminary design was completed in October 2004 and we are currently assisting Metropolitan with various study tasks.

 

Distribution System Treated Water Cross Connection Prevention Program, Metropolitan Water District of Southern California . As a Prime Consultant, LEE & RO is responsible for preliminary and final design for relocation and/or modifications of approximately 100 air and vacuum relief valves installed on the Metropolitan's water distribution system throughout the Los Angeles County areas. The total construction cost is estimated at $9 million.

 

Fluoridation Projects, Metropolitan Water District of Southern California . As a subconsultant to HDR, LEE & RO is responsible for process design and preparation of intelligent process and instrumentation diagrams (P&IDs) for the five water treatment plants (Jensen, Weymouth , Diemer, Mills, and Skinner).

 

Extraction Well Network, Sanitation District of Los Angeles County , Whittier , CA . As a Prime Consultant, LEE & RO is responsible for f inal design of a $4 million extraction well network system for the Palmdale Water Reclamation Plant Effluent Management Site. The project is to extract groundwater contaminated with nitrate and pump back to the Palmdale Plant.

 
:: INFRASTRUCTURE AND ENVIRONMENTAL
 

Wastewater and Stormwater Consulting services, Mission Bay Development Authority, Catellus Urban Development Corp., San Francisco. Since 1998, as a Prime Consultant, LEE & RO has been providing wastewater and stormwater engineering and consulting services for the $4 billion Mission Bay Development Project in the City of San Francisco . Assignment included design of stormwater/wastewater pumping stations, storm/sanitary sewers, and force mains. Stormwater Pump Station No.1 was constructed in June 2002. Stormwater Pump Station No. 4, which was designed in 2004, is scheduled to start construction in July 2005. Currently, LEE & RO is finishing the design of Stormwater Pump Station No. 2 and is gearing up design of Wastewater Pump Station No. 1. The construction cost of each pump station is approximately $4 million.

 

Spring Valley Outfall Bridge Crossing, County of San Diego . Design of a 30-inch sewer outfall over the Spring Valley Creek with two bridge-mounted and one pier-mounted crossings. This $2 million project design was completed in March 2005 with construction to start June 2005.

 

Stone Canyon Pumping and Filtration Plant, City of Los Angeles , Department of Water and Power . As a subconsultant to B&V, LEE & RO designed electrical, HVAC, plumbing, fire protection, and emergency power systems for a 10 mgd, $29 million ultra-filtration plant located in the upscale community of Brentwood under the EPA Surface Water Treatment Rule. The final design was completed in February 2003. Also, coordinated permit acquisitions. Construction started in May 2004 and LEE & RO has been providing construction support services.

 

Stormwater Pumping Station and Onsite Detention Basin , Sacramento County . As a Prime Consultant, LEE & RO is responsible for preparation of a Business Case (Life-Cycle Cost/Risk) Analysis, preliminary design report, and final design of a $7.3 million stormwater management facility consisting of mechanical and electrical reliability upgrades and new stormwater retention basin. The final design is underway and is scheduled to be complete in November 2005.

 

Tujunga Central Restoration Project, County of Los Angeles . P reliminary restoration design of Tujunga Wash (rectangular concrete channel) along FWY 170 in the North Hollywood Park in the San Fernando Valley . Under this project, the 20 feet wide x 9 feet high concrete box will be demolished and a natural low-flow meandering stream will be created along with terraced channel and enhanced landscaping for bikers and park goers.

 

Groundwater and Soil Remediation Project, City of Sacramento Meadowview Community Center . Responsible for remedial investigation, feasibility studies, design, installation, and monitoring of soil vapor extraction/treatment systems and groundwater pump & treat systems. LEE & RO began the assignment in 1998, and the systems will be in operation until September 2006. LEE & RO has recently prepared an amended RI/FS plan for the Regional Water Quality Control Board.

 
:: ELECTRICAL AND INSTRUMENTATION
 

Electrical and Instrumentation Design for Sludge Thickening and Dewatering Facilities at Weymouth and Diemer Filtration Plants, Metropolitan Water District of Southern California. As a subconsultant to B&V, LEE & RO was responsible for the final design of electrical and instrumentation and control systems for two sludge thickening, dewatering, and trucking facilities ($14 million Weymouth and $16 million Diemer Water Treatment Plant). Construction of the Weymouth facilities began November 2004 and the Diemer facility construction is scheduled to start in May 2005. LEE & RO has been providing construction support services.

 

Safety and Technology Development Projects, Los Angeles Unified School District , Los Angeles . Field investigation and design of communication systems, information technology and computer wiring, fire alarms, fiber optics, LNG fueling garage, and various safety improvement systems for nine elementary schools. Total aggregate construction cost is estimated to be $15 million. The final design was completed in August 2004. LEE & RO will be providing construction support services through November 2005.

 

Plant Reinvention & Automation for Treatment Plants No. 1 and No. 2, Orange County Sanitation District. This $12 million project is a multi-year program designed to increase plant automation and process innovation opportunities and thereby reducing the wastewater treatment costs. Responsibilities included preparation of as-built smart P&IDs, instrument loop and control logic diagrams, development of equipment and instrument database, equipment/instrument tagging, analysis of automation opportunities, and development of District Design Standards for Electrical and control systems. The project started 1999, and was completed in December 2004.
